No. The First State Family Card is a Visa prepaid card. Each time the Card is used, the purchase amount is deducted from the available balance.

 

Can I use the First State Family Card at an ATM for cash withdrawals? [back to top]
Yes. The First State Family Card can be used to withdraw cash from ATMs. See the Cardholder Agreement for full details.

 

Where can the First State Family Card be used? [back to top]
Your First State Family Card is accepted at millions of locations worldwide everywhere Visa debit cards are accepted.

 

Who can use the Card? [back to top]
Only the cardholder, or a person authorized by the cardholder may use the card.

 

What happens if I need to return an item I purchased with my Card? [back to top]
Each merchant location has its own return policies and will handle the returns in the same manner as any other Visa transaction. They may credit your First State Family Card, provide a cash refund, or a store credit.

 

What if the purchase is denied? [back to top]
In the event that your Card balance is less than the total purchase amount, you may be able to conduct a split transaction. If the merchant accepts split transactions, advise them of the total balance on the Card, and use another form of payment to pay the remaining amount. Some merchants may not accept split transactions, and some merchants may require that the additional form of payment be cash. Please refer to each merchant for their individual policies. Please be aware that some merchants, for example; restaurants, mail-order companies and cruise lines, require the card to have an available balance greater than the purchase amount to ensure sufficient funds to cover tips or incidental expenses. Can the Card be used at a gas station automated fuel dispenser? [back to top]
Yes, the First State Family Card can be used at an automated fuel dispenser. The Card may also be taken inside and used at the gas station counter. If you chose to use your Card to make a fuel purchase at the pump, a preauthorization of $100.00 or more may be placed against your available balance. See the section labeled "Using the Card/Features" in your Cardholder Agreement for full details.

 

Does the First State Family Card have an expiration date? [back to top]
Yes. It expires 36 months after creation, as indicated on the front of the Card.

 

Can I reload my First State Family Card? [back to top]
No, only the State of Delaware can load value to the First State Family Card.

 

What types of fees might be charged against my First State Family Card account? [back to top]
  • Domestic and International ATM Cash Withdrawal Fee: No fee is charged unless you exceed your two free withdrawals per month. A fee of $1.00 is charged per withdrawal after your two free transactions per month. NOTE: Additional ATM owner fees may apply.
  • POS Transaction Fee: $0.00
  • ATM Withdrawal Decline Fee: $.40 per transaction.
  • ATM Balance Inquiry Fee: $.40 per transaction.
  • Lost/Stolen Fee: $5.00 per card after your one free replacement card once every calendar year.
  • CSR Express Delivery Fee: $18.00 per expedited request.
  • Inactivity Fee: $2.00 per month if there is no load or spend activity on the Card Account for twelve (12) consecutive months.
  • Cash Access Transfer Fee: $2.15 per transaction
  • Foreign Exchange Markup Fee: 3% of the transaction amount

 

What happens if my First State Family Card is damaged, lost or stolen? [back to top]
First State Family Card provides 24-hour toll-free support. Immediately report any problems or a lost or stolen card by calling 866-466-8897. A replacement Card will be issued and any available balance will be transferred to the new Card. A $5.00 Lost/Stolen Fee applies if you have already utilized your free replacement Card in the calendar year. As long as the lost or stolen Card is reported immediately, you will not be responsible for any unauthorized merchant charges. The Visa Zero Liability policy covers U.S. –issued cards only and does not apply to ATM transactions, PIN transactions not processed by Visa, or certain commercial card transactions. Cardholders must notify issuer promptly of any unauthorized use. Will I receive a monthly statement of transactions on my account? [back to top]
Unless you request a paper statement by calling 866-466-8897, you will only be able to access your account electronically and view statement information at www.firststatefamilycard.com.

 

What selection do I choose for cash from an ATM? [back to top]
Choose the ‘cash from checking’ option to check your available balance and dispense funds as available.
