Your First State Family Card is accepted at millions of locations worldwide everywhere Visa debit cards are accepted.
Only the cardholder, or a person authorized by the cardholder may use the card.
What happens if I need to return an item I purchased with my Card? [back to top
Each merchant location has its own return policies and will handle the returns in the same manner as any other Visa transaction. They may credit your First State Family Card, provide a cash refund, or a store credit.
In the event that your Card balance is less than the total purchase amount, you may be able to conduct a split transaction. If the merchant accepts split transactions, advise them of the total balance on the Card, and use another form of payment to pay the remaining amount. Some merchants may not accept split transactions, and some merchants may require that the additional form of payment be cash. Please refer to each merchant for their individual policies. Please be aware that some merchants, for example; restaurants, mail-order companies and cruise lines, require the card to have an available balance greater than the purchase amount to ensure sufficient funds to cover tips or incidental expenses. Refer to your Cardholder Agreement for complete details.
Can the Card be used at a gas station automated fuel dispenser? [back to top
Yes, the First State Family Card can be used at an automated fuel dispenser. The Card may also be taken inside and used at the gas station counter. If you chose to use your Card to make a fuel purchase at the pump, a preauthorization of $100.00 or more may be placed against your available balance. See the section labeled "Using the Card/Features" in your Cardholder Agreement for full details.

Yes. It expires 36 months after creation, as indicated on the front of the Card.

What types of fees might be charged against my First State Family Card account? [back to top
- Domestic and International ATM Cash Withdrawal Fee: No fee is charged unless you exceed your two free withdrawals per month. A fee of $1.00 is charged per withdrawal after your two free transactions per month. NOTE: Additional ATM owner fees may apply.
- POS Transaction Fee: $0.00
- ATM Withdrawal Decline Fee: $.40 per transaction.
- ATM Balance Inquiry Fee: $.40 per transaction.
- CSR Express Delivery Fee: $18.00 per expedited request.
- Inactivity Fee: $2.00 per month if there is no load or spend activity on the Card Account for twelve (12) consecutive months.
- Cash Access Transfer Fee: $2.15 per transaction
- Foreign Exchange Markup Fee: 3% of the transaction amount
What happens if my First State Family Card is damaged, lost or stolen? [back to top
First State Family Card provides 24-hour toll-free support. Contact us at once if you believe the Card has been lost or stolen by calling 866-466-8897. A replacement Card will be issued and any available balance will be transferred to the new Card. There is not a fee for a replacement card unless you choose express shipping; see the “Fee Schedule” section in the Cardholder Agreement for details. Under Visa Core Rules, your liability for unauthorized Visa debit transactions on the Card Account is $0.00 if you are not negligent or fraudulent in the handling of the Card. This reduced liability does not apply to certain commercial card transactions, transactions not processed by Visa, or to anonymous prepaid cards (until such time as the identity of the cardholder has been registered with us). You must notify us immediately of any unauthorized use.
